Hi. I’ve used that joinery on red maple corners, and yes it’s quite strong enough for most applications. I found that in the drilling of the work piece, a sacrificial board clamped at breakthrough keeps it clean on both sides.

There is no need to let the dowels go all the way through. You will get 98% of the strength when making the joint with hidden dowels…
We all know that the best corner joints are just buds, no obscene amount of buds, no stems, and the police doesn’t show up to ruin things.
